Region 3 PHPR Center Resources
The Region 3 PHPR Center implements evidence-based strategies and interventions (EBSIs) under each pillar of its Focus Areas and Priorities framework: Communication, Coordination, and Workforce. The Center has adapted existing EBSIs based on the recommendations of its Steering Committee and intervention participants’ needs. Each pillar develops practitioner-focused resources, such as plans, training materials, methodological protocols, evaluation plans, and more, when implementing EBSIs. These resources are available to view and download below.
Communication and Community Engagement
In Years 1 and 2, this pillar has focused on the priority area of countering misleading and harmful health rumors that undermine public health emergency preparedness and response. The PHPR Center is training public health authorities to adapt EBSIs for strategic rumor management. Health department personnel have participated in interactive 1.5-hour strategic planning sessions on countering rumors and developed draft strategic plans to counter at least one rumor from their community.

Coordination Across Agencies, Community Organizations, and Systems
In Years 1 and 2, this pillar is focusing on the priority area of strengthening regional and state-level collaboration and coordination for PHPR, including during emergencies involving high consequence infectious diseases. The PHPR Center is implementing two EBSIs: developing 1) a regional public health response annex to the Region 3 High Consequence Infectious Disease Regional Network Coordination and Response (HCID) Plan and 2) network maps for improving intra- and inter-state communication and coordination during public health emergencies.
For the first EBSI, regional preparedness and response partners are informing development of a Public Health Annex to the HCID Plan for HHS Region 3 to better integrate processes and practices informing how public health departments, healthcare institutions, and other relevant response partners coordinate, collaborate, or share information during the response to cases of high consequence infections in the region.

For the second EBSI, state-level preparedness and response partners are identifying PHPR partner roles and responsibilities and chain of command during public health emergencies, collaboratively developing network maps, and will begin applying them to improve intra-departmental information sharing and coordination.

Workforce Recruitment, Retention, and Competencies Growth
In Years 1 and 2, the Region 3 PHPR Center has focused on the priority area of building leadership capacity among PHPR teams in state and local departments. Building on adaptive leadership EBSIs in corporate sectors, state health department teams participated in interactive adaptive leadership training sessions to enhance their ability to lead effectively during times of uncertainty and rapid organizational change.
