SPEAR: A New Way to Preserve and Share Preparedness Resources

April 15, 2026 – The SHIELD Initiative is excited to introduce SPEAR: the Strategic Preparedness Exchange & Archive Repository. 

SPEAR is a living, practitioner-driven community and knowledge repository for preparedness professionals at the tip of the spear for public health, health care, and emergency management. 

This repository will serve a diverse group of users as a centralized hub for preparedness and response tools, providing a peer-to-peer platform that allows practitioners to share resources and preserve institutional knowledge.

This initiative will expand to include various types of materials—such as tools and toolkits, templates, forms, frameworks, and exercise scenarios—that can be adapted to a variety of threats, organizations, and environments.
